Like the others said, its not very common that the server goes down unscheduled. However, there is a scheduled downtime every day from 11:00 - 12:00 eve time.

If they re not tech 2, you simply need to repackage them (its in the rightclick menu) then you can stack them again. standard tech 1 crystals don't wear out, you can use them infintely.

Its a function for gangs, if you are gangleader and tag something your gangmembers can see the tag in the "Tag" column in the overview. the column is not visible by default, you got to activate it in the overview menu.
